Dear Senior Candidates Mayors of the Three New Municipalities of Cephalonia
First of all, we wish you good strength in your election campaign.
We are confident that in your Declaration of Election you will also include your pre-election commitments for what measures you intend to take to effectively solve the serious and chronic problems of animal protection in the former single municipality and now three newly established Municipalities 
Our Association therefore addresses and asks you to put yourself in the following questions, the opportunity to highlight your existing work, or to develop your positions, as well as to be informed about the issues related to the protection of the fauna.
Now, more than ever, the choices of local government in terms of animal welfare and environmental protection will be a key voting criterion for hundreds of citizens.
Citizens who, irrespective of the degree of their animal culture, are striving for protection but also the rights of animals and the environment in general.
In any case the solution is the political will !!!
The responses of the combinations will be published on the Internet, in all local media, as well as elsewhere where it is needed to inform the public.
Issue 1 – Tackling stray animals
1. The management of stray animals is the responsibility of the Municipalities. Municipalities are legally obliged to take care of the welfare of the strays on the one hand, and on the other hand to protect public health.
The financial capabilities of our Municipalities are known to be limited. The theme of stray animals, however, has many extensions, moral, social, cultural, tourist, etc., and their number on our island is high with increasing trends.
Will you allocate adequate funds and up to what amount from the budget of your Municipalities, for issues of sterilization, feeding, care of strays, information of citizens, education of students?
2. The obligations of the Municipalities include the care of the animals after reintegration into their natural environment. In this context, the Law provides for the establishment of organized feeding points for stray animals.
Do you know that the law prohibits the assimilation of stray animals and that the kennels are places of temporary residence of the animals, that is, after their collection, they are sterilized, cured, and then adopted or replaced at the point where they were collected?
Our former single municipality has no such signs, are you going to create? Are you going to start the program to re-place stray animals in their natural environment? Are you planning to start a citizens’ awareness campaign about the above?
What are your views on the limitations of the law on the restocking of strays?
Do you agree with this position and if not why?
Theme 2 Municipal Caviar and Municipal Vet 
Is it your intention to detect community funds available for the construction of a modern kennel-clinic, in which area and with what timetable?
What measures are you going to take to decongest the junk, nowadays inter-municipal, until the creation of others in the new municipalities, and also the further care of stray animals? (care, sterilization, vaccination, therapies, adoptions and general welfare).
Are you aware of the benefits that municipalities will derive from the establishment of an inter-municipal veterinary clinic? (Benefits on the one hand financially, on the other hand, for the welfare of strays and public health).
It is at last that you have to proceed with the licensing of the all-purpose municipal veterinary clinic in Argostoli, which has a lot in favor of the kennel, and its use as an interdisciplinary case for its use by all municipalities;
Will you cooperate with Greek and European volunteer veterinarians so as to sterilize as many stray as possible with as little as possible?
Do you consider euthanasia a way to reduce strays?
Do you know the relevant legislation and in what cases does the law allow it?
MUNICIPALITY OF LIXOURI-PALIKI
You know the huge problem that exists in the wider area of ​​Pallia with the uncontrolled abandonment of animals that leads to an extraordinary increase in the population of strays.
Our Association no longer has the potential to further support the hospitalization of other animals in the shelter …
The problem in Lixouri has unfortunately not been tackled responsibly, with the result that it is managed by a group of very active and sensitized friendly citizens and the TEI student community, with their own resources and financial resources. Very often our fellow citizens are mocked and accused by others of this action instead of being rewarded and helped by the rest ….
Do you intend to actively act responsibly and give, locally, a permanent solution that satisfies your citizens and put an end to or limit this great social subject?
MUNICIPALITY OF PYLAROS-ERISSOS
You have the will to finally start seriously dealing with the massive number of people’s alleged allegations in the area to conduct a robust and in-depth investigation to investigate, if ultimately, the accusations of certain people where they kill uncontrollably stray animals in the widespread territory and fly the carcasses in various places, and do not hesitate to threaten, and occasionally engage, to the detriment of citizens who denounce their criminal action, exploiting the lack of policing due to the constant weakening and deployment of local police stations;
Topic 3 – Irresponsible owners
1. It is known that strays are to a large extent a result of the criminal irresponsibility exhibited by dog ​​and cat owners. Groups mainly responsible for the growth of abandoned dogs are hunters and breeders but also individuals who usually do not mean and do not sterilize their dogs, and often leave them when they do not respond to their “duty” (hunting, keeping animals etc.).
The result is that our municipalities are “flooded” by stragglers.
What steps will you take?
Will you inform pet owners of their obligations and in what particular way?
Will you work with private veterinarians so that the Municipalities of electronic markings that have been carried out in predominant pets are made aware?
2. Pet owners are most often responsible for the discomfort expressed by their fellow citizens towards animals. Irresponsible owners overlook existing legislation, on the one hand, not respecting animal welfare rules, on the other hand, by not exercising strict supervision on their animals, and thus violating the rights of their fellow citizens.
What steps are you going to take?
Topic 4 – Responsibilities of EL.AS.
As it is known, the responsibilities of the Municipal Police have come to EL.AS.
You will work closely with EL.AS. in order to start the certification by EL.AS. of the delinquency to the detriment of the animals and then the imposition of the fine by your municipality in favor of the municipality’s stray care program?
Or do you think that because of the financial crisis you should not impose the fines it defines?
Topic 5th – Tourism business 
Municipalities have significant revenues from tourism businesses. These are the ones who complain about the existence of strays and many of them are responsible for their mass extermination before and after the tourist season.
Many coastal businesses are criminally indifferent to the protection of wild and marine fauna either by throwing their litter and waste into the sea or on slopes or stretching their sun loungers on the beach. The result is that hundreds of nests of turtles and wild birds are destroyed, and turtles, dolphins and other cetaceans are killed.
What steps do you intend to take?
Will you tell entrepreneurs about their obligations?
Will you ask them to participate in the municipality’s straw management programs?
You will ask them to find together a solution for the animals that our tourists care about during the tourist season in their businesses, and who stay unprotected after the end of the tourist season where there is no one to take care of them with that entails? ?
Do you know that this is happening almost all over the island in tourist businesses, with the result that our Association receives many emails and phones of protest and anxiety as this may mean for the proper tourist visibility of our island ???
Have you thought that the animal-friendly policy of the Municipalities towards the whole animal can make a decisive contribution to the strengthening of our image in the eyes of the thousands of tourists and to work positively or negatively for the choice of our place to make a holiday? ?
Topic 6 – Educational programs in schools
Under Article 18 of Law 4039/2012, the authorities have the obligation to inform the public and to promote animal welfare. On this basis, educational programs are organized both by animal welfare associations and associations, as well as by other organizations.
How do you think to inform and sensitize the citizens of our Municipalities?
Do you intend to work with the animal welfare associations to develop educational programs for pupils and to continue the information activities that took place in the past years (visit to the primary schools of SAPT HELLAS)?
