Bad weather “Ianos”: Compensation and suspension of tax liabilities – The 9 measures announced by Staikouras for the victims

The bad weather “Ianos” has been mercilessly hitting Greece for the last 24 hours, leading to biblical disasters, as well as deaths. Reacting immediately, Christos Staikouras announced the government’s 9 measures for those affected by the weather.

Following an order from Prime Minister Kyriakos Mitsotakis, in cooperation with the relevant Ministries, the Minister of Finance announced immediate interventions to compensate individuals and legal entities , households and businesses affected by the extreme weather events of the Mediterranean “Cyclo”.

The Ministry of Finance, by order of the Prime Minister Kyriakos Mitsotakis, in cooperation with the competent Ministries, announces specific, direct interventions for the compensation of individuals and legal entities, households and businesses, which have been affected by the extreme weather events of .


1. Suspension of tax liabilities.
In areas declared a State of Emergency Civil Protection to deal with emergencies and manage the consequences of severe weather, the payment of all outstanding, confirmed and overdue tax liabilities is suspended, both for businesses and persons, for six months.

2. Compensation for the basic needs of households and for household goods
Through the Ministry of Interior, in cooperation with the competent Regions and the Municipalities, sums of money will be paid depending on the recording of the damages.

It is reminded that the Ministry of Interior, from January 1, 2018, has taken over the responsibility of paying compensation benefits to those affected by natural disasters.

Specifically, the Ministry of Interior is responsible for the payment of the following compensations:

• Financial assistance, amounting to 600 euros, to each household whose main residence has been affected, to cover its basic needs.

• In addition to this amount, damaged families with large families are supported with an additional 600 euros.

• The financial families receive an additional financial aid of 600 euros for each of their members, who is a person with special needs.

• Financial assistance of up to 6,000 euros per household, for the repair or replacement of household goods of the main affected house.

• Financial assistance of 4,500 euros to people who were disabled from injuries in the natural disaster.

This financial aid from natural disasters is unsecured.

The cooperation with the Ministry of Interior is continuous and close.

3. Compensation in infrastructure.
The Ministry of Infrastructure, through the Public Investment Program, will allocate, immediately, 1 million euros to each Municipality that has been affected, for the restoration of the road network.

In addition, the Ministry of Interior will provide, through the Public Investment Program, the necessary financial assistance to the affected Municipalities, for the restoration of the infrastructure that has been destroyed.

4. Compensation to farmers.
Through ELGA, the recording of the damages will proceed immediately, in order to give the foreseen compensations to the affected agricultural holdings, in cooperation with the Ministry of Rural Development.

The credits will be available immediately, from the regular reserve of the Ministry of Finance.

With regard to non-insurance covered losses, which relate to plant, fixed and stored capital, they may, under certain conditions, be included in State Financial Aid programs.

5. One-time aid, in the form of allowance, to natural persons and companies affected.
Extraordinary one-time aid is provided in the form of an allowance of EUR 5,000 per person affected by the house and EUR 8,000 per company for natural and legal persons affected by the business.

The financial aid paid to the affected natural or legal persons who fall or have entered temporarily or permanently in a state of unforeseen emergency due to the natural disaster, is defined as tax-free, inviolable and unseized in the hands of the State or third parties.

6. Subsidizing companies that have been affected by natural disasters.
Under the current institutional framework, the Ministry of Finance is responsible for compensating companies affected by natural disasters.

Specifically, it is responsible for a subsidy of 30% – 70% of the damage for building installations, mechanical equipment, raw materials, goods and trucks for public and private use recorded as damaged.

A Joint Ministerial Decision of the Ministers of Finance, Development and Investment, and Infrastructure and Transport is required, and there will be, regarding the demarcation of areas.

The amount of the grant is borne by the Public Investment Program and is paid to the beneficiaries by the General Directorate of Financial Services of the Ministry of Development and Investment.

7. Provision of housing assistance to natural and legal persons, for the restoration of buildings and building installations within the demarcated area.
With the decision of demarcation of areas, housing assistance is provided for the repair / reconstruction of buildings and building installations, through the DAEFK of the Ministry of Infrastructure and Transport.

The housing assistance is provided to natural and legal persons and covers the total of the assessed damage, with free state aid 60% and interest-free loan 40%.

The state aid is borne by the Public Investment Program.

8. Suspension or settlement of loan obligations to the citizens of the affected Municipalities.

We have contacted the Hellenic Banking Association, they are being examined on a case by case basis and immediate support measures will be launched by those affected by the credit institutions.

9. Companies of the affected Municipalities will participate in the Refundable Advance Payment IV, in order to strengthen in any case their liquidity.
Especially for companies and freelancers operating in the affected municipalities, it is not required as a condition for their participation in the 4th cycle of the Refundable Advance the reduction of the turnover percentage and the use of a cash register.

With these 9 interventions, the Government proves, once again, that it has direct reflexes and implements in a coordinated, with speed, consistency, responsibility and efficiency, important interventions, in order to face, at national level, the economic and social consequences of the natural disaster “.
