The decision on the “Emergency measures to protect public health from the risk of further spread of coronavirus COVID-19 throughout the territory for the period from Monday November 22, 2021 at 06:00 was published in the Government Gazette in the Government Gazette. It points out that from Monday 22/11, those citizens who do not have a vaccination or disease certificate will not be able to enter the following 9 places:

What will apply from Monday?
The first protection measures are the use of a protective mask in all indoor areas including workplaces and in all outdoor areas where congestion occurs.
Keeping distances of one and a half meters between people (one person per 2 sq.m.) indoors and outdoors, either pure for fully vaccinated and sick during the last six months or mixed.
In public transport for long-distance travel, in education, in workplaces (public and private), in places of worship, in retail in hairdressing salons and in open dining areas, the use of a mask is necessary and a covid pass will be checked. Therefore, the vaccinated, the sick and the unvaccinated with a negative PCR -RAPID test have access.
What applies to retail?
The General Secretariat for Trade and Consumer Protection of the Ministry of Development and Investment has announced to the consumer public and to the catering, retail and entertainment companies that from Monday, November 22, 2021 the following are valid:
- In nightclubs, indoor restaurants, theaters, cinemas, museums, exhibitions, conferences, gyms and stadiums, only those who have been vaccinated or within the last six months COVID-19 disease for adult fellow citizens. Our unvaccinated adult citizens do not have physical access to the aforementioned areas for the protection, primarily, of their own health.
- Retail shops, open (outdoor) restaurants, hairdressers, beauty salons and other places with related activities or services can be accessed by those who have been vaccinated against COVID-19 and within the last six months our unvaccinated adult citizens who have undergone a diagnostic test with PCR or rapid test before their presence in the store.
- Children from 4 to 17 years old have access to those of the aforementioned areas allowed the presence of minors, and only if they have undergone self-diagnostic self-test within the last 24 hours respectively before their presence in the area. Children up to 4 years old have access without control.
- In supermarkets, grocery stores (such as butchers, fishmongers, bakeries, patisseries and wineries) consumer access is possible without control. However, in this case the additional restriction of maximum possible simultaneous presence of customers inside the store to 1 person per 9 square meters applies.
- Consumer access to pharmacies is possible without control.
- In order to avoid overcrowding in public transport serving urban city centers the opening hours of retail stores in urban centers are modified. In particular, from Monday 22/11/2021, the retail stores in the urban centers will be open every day from 10.00 in the morning until 21.00 in the evening on weekdays. This measure does not apply to supermarkets, grocery stores (such as butchers, fishmongers, bakeries, patisseries and wineries) and pharmacies. How to control customers in companies
It is noted that the control of consumers’ access to the places where there are restrictions implies the responsibility of both businesses and consumers.
When entering and serving their customers inside their stores, companies are required to check the certificate of vaccination or recent illness or diagnostic test displayed by the customer, as the case may be, and that the customer who displays the certificate is also lawful holder, by verifying his / her police ID or other legal original proof of identity.
The audit must be performed by an employee of the company, the owner or the legal representative of the company or the person authorized by the company through the special application “Covid Free GR”. Hospitals, clinics, doctor’s offices, diagnostic centers and rehabilitation centers
The following applies to personnel who have been suspended from their duties and during this period fell ill with Covid-19:
The laboratory molecular test (PCR) of the symptomatic worker is done in a public structure. In case the first laboratory test has been done in a private structure, it is confirmed within twenty-four hours in a public health structure. It is not allowed to present a sample taken in advance and the sampling is carried out within the public structure in the presence of more than one person with sampling responsibility.
One attendant / visitor per patient. Fully vaccinated and patients who have been ill for the last six months are not subject to laboratory testing prior to entering a public or private primary health care facility, including public and private clinics.
Unvaccinated or non-sick patient attendants are subjected to a laboratory test (PCR or rapid test) within 48 hours before entering a public or private primary care facility, including public and private clinics.
Fully vaccinated or ill patients in the last six months undergo a laboratory test (PCR or rapid test) within 48 hours before entering any other public or private health facility.
Unvaccinated or non-vaccinated patient attendants undergo laboratory testing for COVID-19 by PCR within 48 hours prior to entry into any other public or private health facility.
In the above cases, the results of laboratory tests are confirmed through the special application Covid Free GR. Excluded from the above obligations are the escorts of patients who come to the Emergency Department.
Patients attending a public or private health facility for examination are not subject to laboratory testing for COVID-19.
Patients attending a public or private health facility for an invasive or aerosol test may undergo a PCR or rapid test.
Exempted from the above obligations are patients who come to a public or private health facility to deal with emergencies.
Archaeological sites, museums, exhibitions, film screenings, live shows
Possibility of operation only for persons who have been vaccinated or ill during the last six months. Minors from four to 17 years old may, alternatively, submit a negative self-test statement.
Group tours with the use of a mask and keeping distance are allowed.
Nightclubs including indoor banquets, music venues and bars
Operation exclusively for fully vaccinated or ill in the last six months. 100% occupancy rate. Mandatory demonstration upon entry of customers, vaccination certificate, or disease certificate.
Mandatory use of mask by staff
Customers are required to enter upon receipt of a vaccination certificate or disease certificate. Minors from four to 17 years old may, alternatively, submit a negative self-test.
Business operation, in open space. Up to 10 people per table and customers enter upon mandatory demonstration upon entry of vaccination certificate or disease certificate or certificate of negative coronavirus diagnostic test (PCR or rapid test). Minors from four to 17 years old may, alternatively, submit a negative self-test.
Operation of playgrounds outdoors. One child per 5 sq.m. Admission of minors from four to 17 years with negative self-test.
Adults are admitted upon compulsory screening upon entry of a vaccination certificate or disease certificate or a negative coronavirus diagnostic test (PCR or rapid test).
It is not allowed for the attendants to enter the children’s playgrounds indoors.
Places of Worship
Religious ministers and chanters are exempt from the obligatory use of a mask exclusively during the religious ceremony.
Individuals enter for the purpose of participating in any kind of religious ceremony after a mandatory demonstration upon entry of a certificate of vaccination or certificate of illness, or a certificate of negative diagnostic test for coronavirus (PCR or rapid test). Minors from 4 to 17 years old can, alternatively, submit a negative self-test statement.
In retail and hair salons, customers enter with the presentation of a vaccination certificate, or a certificate of illness, or a certificate of negative diagnostic test for coronavirus COVID-19 (PCR or rapid test). Minors 4-17 years with negative self-test.
The decision also includes protection measures concerning schools and universities, public transport, gyms, etc.
